The incident
This section states that Hadi was shot and died of his injuries. It gives no further detail of the injury.
On 12 December 2025, the day after the election schedule was announced, Hadi was campaigning in the Paltan and Bijoynagar area of Dhaka, in the Dhaka-8 constituency. [10, 4, 3] At about 2:25 p.m., on Box Culvert Road, he was shot in the head by attackers who then escaped, according to police and eyewitness accounts. [3, 4, 11]
He was taken to Dhaka Medical College Hospital, moved that evening to Evercare Hospital and, on 15 December, flown to Singapore General Hospital. [12, 13, 5] He died there on 18 December 2025, aged 32. Singapore’s Ministry of Foreign Affairs announced his death the same day. [5, 6]
That Hadi was shot and died of his injuries is reported by every source held, and his death was announced by Singapore’s Ministry of Foreign Affairs. Who carried out the attack, and who planned it, are what the case exists to decide. What police and the charge sheet say about that is set out below as allegation, with who makes it. It has not been tested in court.
How the case began
Two days after the shooting, on 14 December 2025, Abdullah Al Jaber, member secretary of Inqilab Moncho, filed a case at Paltan Model Police Station in Dhaka as the complainant. It was filed as a case of attempted murder. [7, 1] Hadi was still alive; he died four days later.
The project does not hold the case statement. The reports held do not give its number, quote its text or say whom, if anyone, it named, so this page does not describe what it alleges.
The complainant has remained a party to the proceedings: on 12 January 2026 he asked the court for time to examine the police charge sheet, and on 15 January he formally objected to it. [8, 14]
A case statement, or first information report, is the complaint the police record when a case is filed. It sets out what the complainant alleges. It is not a finding by the police or by a court.
After his death: the charge of murder
Hadi died at Singapore General Hospital on 18 December 2025. [5, 6] Two days later, on 20 December, on the application of the case’s investigating officer, Metropolitan Magistrate Siddiq Azad of the Court of the Chief Metropolitan Magistrate, Dhaka, ordered that section 302 of the Penal Code, which concerns murder, be added to the case. [2, 7]
BSS reported the order on 21 December as made “on Saturday”, 20 December; The Business Standard gives the same date. [2, 7] The reports held name neither the investigating officer who applied nor the police unit then investigating.
| Provision | What it concerns | Standing in the case | How it entered |
|---|---|---|---|
| Section not given in the reports heldNot given in the reports held | Concerns: Attempted murder | Standing in the case: As filed | How it entered: The offence under which the case was filed on 14 December 2025, while Hadi was alive. [7, 1] |
| Section 302Penal Code | Concerns: Murder | Standing in the case: Added by court order | How it entered: Added by order of Metropolitan Magistrate Siddiq Azad on 20 December 2025, two days after Hadi’s death, on the investigating officer’s application. [2, 7] |
| The Act as a wholeSpeedy Trial Tribunal Act, 2002 | Concerns: Trial before a Speedy Trial Tribunal | Standing in the case: Announced; not recorded as applied | How it entered: Law adviser Asif Nazrul said on 22 December 2025 that the trial would be held under this Act, which he said requires a trial to be completed within 90 days of the police report. [9] The reports held do not record that the case has been sent to a tribunal. |
Every row is known from news reports of the case; no charge sheet or court order is held.
When a victim dies after a case has been filed, the offence under investigation can change. Adding section 302 meant the case would be investigated as one of murder. It is a step in the procedure: it accuses no one and decides nothing about who is responsible.
The police investigation
By the time of the charge sheet the case was with the Detective Branch of Dhaka Metropolitan Police, whose inspector Foysal Ahmed submitted it. [8] The reports held do not say when the Detective Branch took the case over.
On 22 December 2025 the law adviser, Asif Nazrul, said the trial would be held under the Speedy Trial Tribunal Act, 2002. [9] The reports held do not record that the case has been sent to a tribunal.
On 28 December Dhaka Metropolitan Police said the two men they named as the main suspects had left Bangladesh through the Haluaghat border into Meghalaya, India. India’s Border Security Force and Meghalaya Police rejected the claim. [15, 16] Both accounts are set out side by side under “What the record establishes”; the project does not prefer either.
What police say about suspects, arrests, recovered items or statements during an investigation is their account. It is reported as theirs, with the date they said it, and is not a finding of fact.
The charge sheet
On 6 January 2026, Detective Branch inspector Foysal Ahmed submitted a charge sheet to the Court of the Additional Chief Metropolitan Magistrate, Dhaka. It names 17 people as accused, among them Foysal Karim Masud, whom police describe as the alleged shooter, and his parents, and it lists 77 witnesses. [8, 1]
A charge sheet is the report an investigating officer submits to the court at the end of an investigation; the court then decides whether to take cognizance of it. On 12 January the complainant asked for time to examine it, and Magistrate Jashita Islam set 15 January for that hearing. [8]
The project does not hold the charge sheet. What it contains is known only from these reports, which do not set out the allegation against each accused.
Named in the charge sheet
- Foysal Karim Masud, whom police describe as the alleged shooter, and two people the reports describe as his parents [8, 1]; at its briefing on the charge sheet the Detective Branch also named Taijul Islam Chowdhury Bappi and Alamgir Sheikh among the accused [17]. The other accused are not named in the reports held, and are not named here.
- 77 listed [8]. They are not named on this page.
- As of 12 January 2026, BSS reported, 11 of the 17 were in jail and 6 had not been arrested. [8] No later count appears in the sources held, so this is not a current figure.

A charge sheet records the accusations investigators submit to the court. It does not establish that anyone is guilty. Guilt can be decided only by a court, at trial, and no trial has begun in this case.
The complainant’s objection
On 15 January 2026, the day set for the hearing on the charge sheet, Abdullah Al Jaber filed a naraji petition against the charge sheet submitted by the Detective Branch. He said he was dissatisfied with it and asked the court for further investigation. [8, 14, 25]
What else he argued is not on the record held: the reports do not set out his specific objections, and the project does not hold the petition. His reasons are not inferred here.
The objection decided nothing by itself. It asked the court not to accept the police report as it stood; what followed was the court’s decision.
A naraji (no-confidence) petition is a complainant’s written objection to a police report, asking the court not to accept it as it stands. Filing one decides nothing by itself: the court decides what follows. Here it ordered further investigation.
Taking cognizance is the court’s formal step of taking up an offence on a police report; proceedings towards a trial follow from it. The record shows the court ordered further investigation instead.
Further investigation ordered
The same day, on the complainant’s petition, the Court of the Additional Chief Metropolitan Magistrate, Dhaka ordered further investigation and gave it to the Criminal Investigation Department (CID) of Bangladesh Police. [7, 26, 14]
The order is known from later reports of the case, which all give this date; no same-day report and no copy of the order is held. The reports give no reasons for it beyond the complainant’s petition. [7, 25]
The reports held do not say that the court took cognizance of the charge sheet, or that the charge sheet was withdrawn or rejected. How the case proceeds is for the court to decide once the CID has reported.
Instead of deciding on the charge sheet, the court asked for the case to be investigated again, by another agency. The CID’s report goes back to the same court. Until then the accusations in the charge sheet are untested.
The CID stage
The CID was directed to investigate the case further and report to the court. At every hearing reported since 3 February 2026 its report has not been submitted, and the magistrate has set a new date. [7, 26, 1]
Outlets count the deferrals differently: the Dhaka Tribune called the hearing of 9 February the sixth, and The Business Standard reported on 27 September that the investigating officer had been given more time for the 20th time. [26, 1] The project lists only hearings for which a report of the day has been checked, so it gives no count of its own.
No finding of the further investigation appears in the reports held. This page does not speculate on what it will conclude.

Allegations
- Detective Branch, Dhaka Metropolitan Police, in the charge sheet · The charge sheet accuses 17 people of involvement in the killing, and police describe Foysal Karim Masud as the alleged shooter. No court has tested these accusations. [8, 1]
Disputed
— Police say two suspects crossed into India; Indian authorities deny it
- Dhaka Metropolitan Police
- An additional commissioner said the suspects had escaped to India and gave a timeline of the crossing. The next day the police said the information came from confessional statements of people arrested and from sources in border areas. [15]
Current assessment: disputed. The accounts conflict, and no document or court finding held by the project settles them. Neither is preferred.
What remains unresolved
Only questions the record itself leaves open. The project does not answer them by inference.
What has the CID’s further investigation found?
Why it is open: Its report has not been submitted to the court. At the latest hearing on record, the court set a new date for it. [1]
Have all the accused been arrested?
Why it is open: Six of the 17 had not been arrested as of 12 January 2026. [8] The Dhaka police account of December 2025 that two suspects had crossed into India was denied by Indian authorities at the time. [15, 16] In March 2026 Indian police arrested the two men in West Bengal; as of July 2026 they had not been returned to Bangladesh. [22, 20]
Justice and due process
A candidate for parliament was shot in the street during an election campaign and died six days later. Whether, and how, those responsible are held to account is a matter of public interest, and the legal process that decides it should be recorded accurately and in full.
Justice, on this page, means due process: an investigation that follows the evidence, a fair trial, accountability where a court establishes it, and protection for anyone wrongly accused. It does not mean declaring anyone guilty before a court has decided. Remembrance does not replace evidence.

Sources and method
- How the record is compiled
- Each police and court action is entered from a report of it, checked against the publication on the review date, and dated by when it happened rather than when it was reported. The same record drives this page and the timeline.
- How claims are classified
- Every fact carries how it is known: an official statement, a report, an allegation (with who makes it), or a dispute (with every side). “Court record” is reserved for facts checked against a court document the project holds; none is held yet. There are no scores or percentages.
- How court records are used
- A court record establishes what the court did — a filing, an order, a hearing — not the truth of the allegations before it. A scheduled date is shown as scheduled until a report of the day records what happened.
- How corrections work
- Corrections are made openly: the corrected fact is shown with a note of what was said before. Earlier records that could not be sourced are listed below as not published, with the reason.
Case record last reviewed . Anyone named on this page, or anyone with a document or a correction, can ask for a fact to be reviewed: see corrections and right of reply and the research methodology.

Not published, conflicts and gaps
- No court documents are held yet
- Every police and court fact on this page rests on news reports of the action, chiefly by BSS, The Business Standard and the Dhaka Tribune. None is classed as a court record. That class will be used only when a charge sheet, order or cause-list entry has been obtained and checked.
- Evidence described by police
- What police and RAB said they recovered — firearms, cheque books, devices — and what they said it shows is set out, attributed and assessed, on the Investigation page. Details from the project’s earlier records that no checked report gives are not used.
- Not published: arrest counts from the earlier records
- The earlier records gave 14 arrests by 21 December and 11 by 28 December 2025, without sources or a reconciliation. Neither is used. The only count given is the one BSS reported with the charge sheet, as of 12 January 2026, and it is not presented as current.
- The other accused
- Of the 17 accused, the reports of the charge sheet cited here name only Foysal Karim Masud, and describe two others as his parents. Others named by the Detective Branch when it announced the charge sheet are recorded, attributed, on the Investigation page; their legal status is not given here until it can be given with a date. The 77 witnesses are not named.
- Saheda Parveen
- The Business Standard reported on 26 July 2026 that she was arrested on 14 December 2025. The project’s earlier, unsourced records gave a different date. The reported date is given, attributed; it has not been checked against a court record.
- Hearings not listed
- Reports name further dates set for the CID’s report, among them 19 February, 2 April and 15 July 2026. What happened on those dates has not been checked against a report of the day, so they are not listed as hearings.
- The earlier case-progress page
- The site’s earlier case-progress records end on 28 December 2025 and carry no source links. Nothing from them is presented as the current position.
- Status words
- Evidence and legal-status words are written in plain English beside what they mean. They will follow the project’s bilingual glossary once it is published.
